Instream Flow Rules Update
The Colorado Water Conservation Board has launched a rulemaking process to implement the new law updating how stored water can be used for instream flow.
Floatovoltaics
Senate Bill 23-092 directed the Colorado Water Conservation Board, in consultation with other State agencies, to “conduct a study to determine the feasibility of the use of floatovoltaics as a means of increasing the beneficial consumptive use of state waters by reducing evaporation from, and lowering temperatures of, irrigation canals and reservoirs...” Floatovoltaics, or floating photovoltaic systems, are an emerging technology in which photovoltaic systems are placed above or on top of bodies of water such as reservoirs and irrigation canals.

CWCB Votes to Advance Shoshone Water Rights
November 19, 2025, Golden, CO — The Colorado Water Conservation Board (CWCB) voted to approve the long-anticipated Shoshone water rights acquisition, to secure two water rights associated with the Shoshone Power Plant, including one of the state’s most significant Colorado River water rights, for permanent instream flow protection.

September, 2025, Durango, CO - After the largest and most competitive Water Plan Grant cycle to date, the Colorado Water Conservation Board has voted to recommend nearly $25 million in funding to support 56 projects across the state. These investments will strengthen water infrastructure, enhance watershed resilience and empower communities across Colorado to collaboratively plan for a more sustainable water future.
CWCB Unveils Interactive Funding Explorer
November, 2025, Denver, CO - The CWCB's Water Funding Explorer is a new, interactive tool to help navigate through the agency's funding sources. One of the primary tools CWCB uses to serve its mission is funding water projects across the state through sources such as the Water Supply Reserve Fund (WSRF grants), Water Plan Grant Program, special funding programs, and the Loan program.
